ESTIMATING & PROCUREMENT OFFICER
Estimators report to this position. The Estimating & Procurement Officer accountable for the quality of the estimating and procurement of materials and equipment for the Company. Estimating & Procurement Officer, reports directly to the Estimating & Procurement Manager.

         EDUCATION
         Required: Undergraduate degree in a Business, Project Management or
                         Construction related discipline

         LICENSING / REGISTRATION / CERTIFICATION
Required:Â None
Preferred: Certification in Professional Estimating from American Society
                of Professional Estimators (ASPE), Lean Construction
              Certification AGC of America

         EXPERIENCE
Required: Three (3) years

SKILLS, KNOWLEDGE, AND ABILITIES
Â
- Ability to accept direction and feedback from Estimating & Procurement Manager and follow through appropriately.
- Ability to adjust to changes in work tasks or environment
- Knowledge of the work and how the work is performed.
- Ability to carry out verbal and written instructions and present questions when questions are unclear
- Ability to analyze projects being bid and watchful of project-specific job tasks that require special attention
- Knowledge of deadlines and ability to schedule work to meet deadlines
- Knowledge of safety standards
- Ability to operate in an organized and time efficient manner
- Expert ability to read and understand work instructions, plans, drawings, etc.
- Ability to take direction from Estimating & Procurement Manager or take initiative if exact direction has not been assigned
- Ability to work extended hours, days, and weekends when necessary
- Reading, writing and arithmetic skills, including ability to use algebra and select methods and build formulas to solve problems
- Critical thinking skills

BODY POSITIONS: Must have the ability to sit or stand for extended periods of time while performing job functions.
BODY MOVEMENTS:Â The employee must have a full range of body movements including the use of their hands to fingers, handle equipment and tools. The ability to bend the body, crouch, kneel, and crawl to reach for objects is required.
BODY SENSES: The employee must have command of the following senses: sight, hearing, and touch. Specific abilities include: vision must be able to discern colors, as well as depth perception.
STRENGTH:Â The employee must have the ability to lift 50 pounds with regularity.
WORKING CONDITIONS
This position requires the employee to work outdoors in conditions that may range from hot to cold, as well as rainy and windy at times. Travel to the jobsite, and office may be in all types of weather conditions including rain, snow, windy and icy conditions.
AUTHORITY
The Estimating & Procurement Officer is authorized to take any reasonable action necessary to carry out the responsibilities assigned approved or delegated by the Estimating & Procurement Manager. Such authority may include:
Report any abuse of the Company’s policies and procedures to Estimating & Procurement Manager or other members of Management.
Authority to enforce the Company’s Safety Policies.
DUTIES AND RESPONSIBILITIES
The primary functional duties and responsibilities of the Estimating & Procurement officer include but not limited to:
- Recommend measures to improve efficiency, product quality, and safety
- Review with the Estimating & Procurement Manager the selection and rejection of bids
- Attend pre-bid meetings
- Interpret plans and specifications for assigned projects
- Obtain plans and specifications for jobs to bid
- Obtain bid bonds
- Attend pre-bid meetings
- Award subcontracts
- Coordinate the pre-construction meeting and transfer of knowledge of bid won project to Project Manager and Estimating & Procurement Manager, as well as other Company employees necessary to support the project
- Work with Estimating & Procurement Manager and Project Managers in the preparation of bids
- Conform Heavy Bid to Heavy Job
- Providing direct, objective and immediate feedback to the Estimating & Procurement Manager
- Build and maintain database of unit costs, production and quantity capabilities of the Company
- Search for cost effective materials for bid preparations
- Notify Estimating & Procurement Manager of any quality or safety related concerns
- Keep Estimating & Procurement Manager informed on all ongoing activities
- Demonstrate initiative by evaluating situations, making decisions based on facts and solid judgments
- Act in a manner that represents the professional manner reflecting the company’s values and principles
- Perform duties in an independent manner with little to no supervision
- Arrive at meetings on time and prepared to participate
- Maintain a cooperative working relationship with subordinates, supervisors, and all other staff members
- Maintain a positive attitude and be a positive example to coworkers
- Perform duties in a manner that is compliant with all applicable regulatory bodies; local, state and federal.
- Perform other duties and tasks as may be assigned by the Estimating & Procurement Manager
MEASURES OF PERFORMANCE
The Estimating & Procurement Officer shall be deemed to be performing in an acceptable manner when the following have been accomplished:
- The Estimating & Procurement Manager is kept informed of daily activity
- Estimate database is built and maintained with updated costs per units
- Projects for the year generate at least 3% operating profit
- Rework is minimized to 1% of contract value
- Bid/Award Ratio is built, tracked and reported weekly
- Attendance and participation at Company Meetings
- Other tasks assigned by the Estimating & Procurement Manager are performed in an accurate, complete, and timely manner
