Estimating & Procurement Officer

Position Summary

The Estimating & Procurement Officer is responsible for leading and overseeing the Company's estimating and procurement functions to support profitable project delivery and operational excellence. This position ensures the accuracy, completeness, and competitiveness of project estimates while coordinating the timely procurement of materials, equipment, and subcontracted services.

The Estimating & Procurement Officer supervises Estimators and works collaboratively with Project Managers, Operations personnel, vendors, subcontractors, and executive leadership to support successful project acquisition and execution. This role reports directly to the Estimating & Procurement Manager and serves as a key contributor to the Company's growth, profitability, and customer satisfaction objectives.

Essential Duties and Responsibilities

Estimating Responsibilities

  • Lead and oversee the preparation, review, and submission of accurate and competitive project estimates and bids.
  • Analyze plans, specifications, drawings, contracts, and bid documents to determine project requirements, risks, and opportunities.
  • Obtain plans, specifications, addenda, and supporting documentation necessary for bid preparation.
  • Attend pre-bid conferences, site visits, and client meetings as required.
  • Coordinate bid development activities among estimators, project managers, vendors, subcontractors, and other stakeholders.
  • Review subcontractor and supplier quotations for accuracy, completeness, and competitiveness.
  • Identify project-specific challenges, risks, and scope requirements during the estimating process.
  • Assist in determining project staffing, equipment, material, and subcontracting requirements.
  • Obtain bid bonds and other bid-related documentation as required.
  • Develop and maintain estimating standards, procedures, and best practices to improve consistency and accuracy.
  • Build, maintain, and continuously improve databases of unit costs, production rates, historical project data, and company performance metrics.
  • Monitor bid performance metrics, including bid-to-award ratios, estimate accuracy, and profitability forecasting.
  • Review bid selection recommendations with the Estimating & Procurement Manager.

Procurement Responsibilities

  • Lead procurement efforts for materials, equipment, and subcontracted services to support project execution.
  • Identify and evaluate suppliers and subcontractors based on cost, quality, reliability, safety performance, and delivery capabilities.
  • Solicit, analyze, and negotiate pricing and contract terms with vendors and subcontractors.
  • Coordinate the award and execution of subcontracts as authorized.
  • Monitor procurement activities to ensure materials and services are delivered according to project schedules and budget requirements.
  • Research and source cost-effective materials and equipment while maintaining quality standards.
  • Develop and maintain supplier and subcontractor relationships that support long-term company objectives.
  • Monitor market trends, material pricing, and supply chain conditions that may impact project costs and procurement strategies.

Project Transition & Coordination

  • Coordinate pre-construction meetings and facilitate the effective transfer of estimating and procurement knowledge to project teams.
  • Collaborate with Project Managers and Operations personnel to ensure a seamless transition from project award to execution.
  • Convert and validate estimating information within HeavyBid and HeavyJob systems as required.
  • Provide ongoing support to project teams regarding estimate assumptions, procurement commitments, and contract requirements.

Leadership & Continuous Improvement

  • Supervise, mentor, and support Estimators to promote professional development and high performance.
  • Recommend improvements that enhance estimating accuracy, procurement efficiency, operational effectiveness, quality, and safety performance.
  • Provide direct, objective, and timely feedback to the Estimating & Procurement Manager.
  • Assist in developing departmental goals, performance standards, and process improvements.
  • Maintain cooperative working relationships with clients, vendors, subcontractors, project teams, and Company personnel.
  • Represent the Company professionally and in alignment with Company values, culture, and business objectives.
  • Perform additional duties and special projects as assigned.

Qualifications

Education

Required

  • Bachelor's degree in Construction Management, Business Administration, Project Management, Engineering, or a related field.

Preferred

  • Advanced training or coursework in estimating, procurement, supply chain management, or construction management.

Certifications

Preferred

  • Certified Professional Estimator (CPE) through the American Society of Professional Estimators (ASPE).
  • Lean Construction certification through AGC of America.
  • Project Management or procurement-related certifications.

Experience

Required

  • Minimum of three (3) years of experience in estimating, procurement, construction management, project controls, or a related field.

Preferred

  • Experience supervising estimating personnel.
  • Experience with civil construction, heavy highway, utility, site development, or infrastructure projects.
  • Experience using HeavyBid, HeavyJob, or similar construction management software.

Knowledge, Skills, and Abilities

  • Advanced understanding of construction methods, sequencing, and production practices.
  • Ability to accurately interpret plans, specifications, contracts, technical documents, and construction drawings.
  • Strong analytical, problem-solving, and decision-making skills.
  • Proficiency in cost estimating methodologies and procurement practices.
  • Ability to evaluate project risks and develop effective mitigation strategies.
  • Strong negotiation and vendor management skills.
  • Excellent communication and interpersonal skills.
  • Strong organizational and time management abilities with the capacity to manage multiple priorities and deadlines.
  • Advanced mathematical, financial, and analytical capabilities.
  • Proficiency with Microsoft Office applications and construction software platforms.
  • Ability to work independently with minimal supervision.
  • Commitment to safety, quality, accountability, and continuous improvement.
  • Ability to adapt effectively in a fast-paced and changing environment.

Authority

The Estimating & Procurement Officer is authorized to take reasonable actions necessary to fulfill assigned responsibilities and delegated authority from the Estimating & Procurement Manager. The position may recommend vendor selection, subcontract awards, procurement strategies, estimating methods, and process improvements within approved limits. The position is also responsible for reporting policy violations, enforcing safety requirements, and protecting Company interests.

Physical Requirements

  • Ability to sit, stand, walk, and perform work activities for extended periods.
  • Ability to use standard office equipment, computers, and communication devices.
  • Ability to inspect project sites and construction activities when required.
  • Ability to bend, kneel, crouch, climb, and reach as necessary to perform job duties.
  • Ability to lift and carry up to 50 pounds occasionally.
  • Ability to maintain visual acuity and depth perception required for reviewing plans, construction activities, and procurement materials.

Working Conditions

This position operates in both office and field environments. Field work may involve exposure to varying weather conditions, including heat, cold, rain, wind, snow, and other environmental conditions common to active construction sites. Travel between project locations, vendor facilities, client offices, and Company locations may be required.
